Quic.Endpoint (elixir_quic v1.0.0-rc.9)

Bounded standalone UDP endpoint with persistent connection routing.

A server owns one shared socket; connections only borrow its send capability. Reception has one outstanding credit and is rearmed after synchronous routing. Active CID routes can forward changed peer addresses to a server connection; only the connection may authenticate and validate a new path.
